(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：1、满足《中华人民共和国政府采购法》第二十二条规定；2、近三年未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商；        

(b)Qualification requirements to be met to implement government procurement policies: 1. Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; 2. Suppliers who have not been included in the "Credit China" website (www.creditchina. gov.cn) list of dishonest persons subject to enforcement, the list of parties involved in major tax violations, and the China Government Procurement Network (www.ccgp. gov.cn) list of records of serious illegal and dishonest behavior in government procurement in the past three years;        

(c)本项目的特定资格要求：（1）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；（2）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；（3）本次采购不接受联合体响应，不允许合同转让与分包；（4）本项目非专门面向中小企业采购。        

(c)Specific qualification requirements for this program: (1) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project; (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; (3) This procurement does not accept consortium responses and does not allow contract transfer or subcontracting; (4) This project is not specifically aimed at procurement for small and medium-sized enterprises.
