简要规则描述：本工程位于临港新片区滴水湖核心片区DSH-08单元WNW-C3-4-2和WNW-C3-4-3地块，工程范围东至环湖西三路、南至申港大道、西至紫荆花路、北至竹柏路。用地总面积约10262.38平方米，其中WNW-C3-4-2地块用地面积约8964.68平方米，WNW-C3-4-3地块用地面积约1297.70平方米，规划用地性质均为G1公共绿地。本工程主要建设内容包括绿化工程、园路铺装、景观给排水工程、景观电气工程及其他配套工程等。（具体数量及要求详见图纸及工程量清单）
Brief Specification Description: This project is situated on Land Parcels WNW-C3-4-2 and WNW-C3-4-3 within Unit DSH-08 of the Dishui Lake Core Area, Lingang New Area. Bounded by West Huanhu 3rd Road on the east, Shengang Avenue on the south, Bauhinia Road on the west and Zhubai Road on the north, the site covers a total land area of approximately 10,262.38 square meters. Specifically, the area of Parcel WNW-C3-4-2 is about 8,964.68 square meters, and Parcel WNW-C3-4-3 covers around 1,297.70 square meters. Both parcels are designated as G1 public green space.The main construction works consist of landscape greening, garden road paving, landscape water supply and drainage systems, landscape electrical systems and other supporting facilities. Detailed construction scope, quantities and technical requirements are specified in the relevant construction drawings and bill of quantities.
合同履约期限：施工工期90日历天（计划开竣工日期：2026年8月30日-2026年11月27日，具体开工日期以发包人的开工令为准）

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota policies to support SMEs. This project is not exclusively for SMEs, and micro & small enterprises will enjoy a 3% price deduction during bid evaluation.(2) Prison enterprises and welfare organizations for the disabled shall be regarded as micro and small enterprises.(3) Energy-saving and eco-friendly products shall be purchased preferentially under Caiku〔2019〕No.18 & No.19 when technical and service conditions are equal. Star-marked energy-saving products are mandatory. Suppliers shall provide valid certificates from state-approved bodies for such preferences.(4) Domestic product policy: Imported products are not acceptable for this project.
(c)本项目的特定资格要求：（1）施工现场项目管理机构拟派人员要求：最低应为5人(含)以上，且需包含园林项目负责人（园林专业中级及其以上职称）1人、安全员1人、质量员1人、材料员1人、中级园林绿化工（班组负责人）1人。（2）项目负责人须具有园林绿化工程从业人员项目负责人电子卡，具有园林专业中级及其以上职称，且无在建项目记录。
(c)Specific qualification requirements for this program: (1) Requirements for proposed on-site project management staff: no less than 5 persons, including 1 Landscape Project Manager (with intermediate or above title in landscape architecture), 1 Safety Officer, 1 Quality Inspector, 1 Material Officer and 1 Intermediate Landscape Greening Worker (team leader).(2) The Project Manager shall hold the electronic certificate for landscape engineering project principals, possess intermediate or above professional title in landscape architecture, and have no ongoing construction projects.
