简要规则描述：本项目位于川杨河入黄浦江河口处，闸室总长330米，净宽20米，外闸首门槛顶高程-2.35米，内闸首门槛顶高程-1.50米，闸室底板顶高程-2.35米。主要建设内容是：船闸工程、设备安装工程。内外河引航道工程、内河后闸区工程以及相关前期工作。为配合杨思枢纽船闸改建工程主体施工，拟对影响工程主体施工的通信管线进行搬迁。
Brief Specification Description: This project is located at the estuary where the Chuanyang River flows into the Huangpu River. The total length of the lock chamber is 330 meters, with a clear width of 20 meters. The top elevation of the threshold of the outer lock head is -2.35 meters, the top elevation of the threshold of the inner lock head is -1.50 meters, and the top elevation of the bottom plate of the lock chamber is -2.35 meters. The main construction content includes: ship lock engineering, equipment installation engineering, outer and inner river approach channel engineering, inner river rear lock area engineering, and related preliminary work. To coordinate with the main construction of the Yangsi hub ship lock reconstruction project, it is proposed to relocate the communication pipelines that affect the main construction of the project.

(c)本项目的特定资格要求：（1）具备通信工程施工总承包三级及以上资质；（2）拟安排项目经理须为通信与广电工程一级及以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。 （3）具备建设部门颁发的《安全生产许可证》（在有效期）；（4）未被“信用中国”（www.creditchina.gov.cn）和中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；（5）本项目不接受联合体形式。
(c)Specific qualification requirements for this program: (1) Possess a third-level or higher qualification for general contracting of communication engineering construction; (2) The proposed project manager must hold a first-level or higher registered construction engineer qualification in communication and broadcasting engineering, possess a valid safety production assessment certificate, and not serve as the project leader of any other ongoing construction projects. (3) Possess a "Safety Production License" issued by the construction department (within its validity period); (4) Not be listed as a dishonesty-stricken person subject to enforcement, a party involved in major tax violation cases, or a record of serious illegal and dishonest behavior in government procurement on "Credit China" (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn); (5) This project does not accept consortium forms.
