For procurement, the "Measures for Promoting the Development of Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2020] No. 46) and Cai Ku [2022] No. 19 shall be followed. This project no longer implements a 10% price deduction for small and medium-sized enterprises; non-small and medium-sized enterprises are not allowed to participate in the bidding for this project; welfare units for the disabled and enterprises in prisons, if they provide the corresponding materials as required, shall be regarded as small and medium-sized enterprises and be eligible to participate in this project.
