澄清或变更简要说明：截标/开标时间2026-09-11 09:00（北京时间）， 变更为：截标/开标时间 2026-09-16 09:00（北京时间）。中化建国际招标有限责任公司（以下称为“招标代理机构”），中国海洋石油集团有限公司的全资子公司，受海洋石油工程股份有限公司公司（以下称为“招标人”）委托，就开平11-4油田18-1区块开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交电子密封投标：CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by Offshore Oil Engineering Co., Ltd(hereinafter referred to as “Procuring Entity(Company/Purchaser/Buyer)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of Kaiping 11-4 Oilfield 18-1 Block Development Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services. 1.  招标条件 Preconditions for Solicitation项目概况：开平11-4油田18-1区块开发项目位于珠江口盆地，采用水下生产系统回接至新建圆筒型浮式生产储卸油装置（FPSO）的开发模式。本次招标为项目所需的透气系统。Project Summary：Project Summary：KP11-4 oil field block 18-1 development project is located in the Pearl River MouthBasin .The project adopts the development mode of subsea production system tie back to the new-built cylindrical FPSO. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification). ★如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration. ★投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification). ★招标人认可该分公司和上级法人单位的资质、资格和业绩，不认可同一上级法人单位的其它分公司的资质、资格和业绩。分公司与上级法人单位只可一家参与投标，同时参与投标的，投标均无效。窗体顶端窗体底端The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.  B. ★不接受代理Bid by an agent is not acceptable投标人应为所投货物的制造商。不接受代理商投标。The Bidder shall be the manufacturer of the Goods being offered. Any bid by an agent is not accepted. C. ★是否接受联合体投标：否Is any bid by a consortium or a joint venture accepted?   No. D. ★未领购招标文件是否可以参加投标:不可以Can a bidder participate in the bidding without purchasing the Solicitation Document? No. （2）资质要求及证明文件Qualification Requirements and Supporting Documents★不适用 Not applicable （3）业绩要求Requirement for Bidder's Past Performance★: 2016 年1月1日起至投标截止日（以合同签订时间为准），投标人应具有至少 1 套用于货油舱惰气系统透气的透气系统供货业绩。Subject to the contract signing date, the bidder shall have at least one (1) contract evidencing its supply performance records of venting systems used for inert gas system venting in cargo oil tanks from January 1, 2016 to the bid close date, and the manufacturer of the supplied products must be the bidder itself. All the products shall meet the relevant technical requirements.投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）合同；2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其它可以证明合同项下货物已经到货验收的有效证明材料）。The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents.The performance certification documents include: 1) Contracts; 2) Goods arrival acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance). 投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、货油舱惰气系统透气技术要求货油舱惰气系统透气技术要求（需体现产品为货油舱惰气系统透气）、用户签字或盖章的到货验收材料。The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; the inert gas system venting in cargo oil tanks technical requirements (which must reflect that the product is the inert gas system venting for cargo oil tanks); and the goods arrival acceptance signed or stamped by the client. 若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单及与订单对应的到货验收材料，订单内容或编号应与协议相关联。同一个协议下，提供1个或以上的订单及与订单对应的到货验收材料，均算为1个业绩。If the performance contract is an agreement without a fixed lump-sum price, in addition to submitting the agreement itself, the bidder shall also provide the corresponding purchase orders and the delivery acceptance documents matching such orders. The content or number of each purchase order shall be correlated with the agreement.
