(b)Qualification requirements to be met to implement government procurement policies: This project is for the procurement of suppliers of all sizes, including large, medium, small and micro enterprises.        

(c)本项目的特定资格要求：（1）未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单、经中国裁判文书网（https://wenshu.court.gov.cn/）查询不存在刑事案件的供应商；（2）单位负责人为同一人或存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。（3）具有财政部门颁发的《会计师事务所执业证书》，及中国证监会、财政部核准的从事证券服务业务资格；（4）本次采购不接受联合体响应；        

(c)Specific qualification requirements for this program: (1) Suppliers that are not included in the "Credit China" website (www.creditchina.gov.cn) list of dishonest被执行人， the "China Government Procurement" website (www.ccgp.gov.cn) list of serious illegal and dishonest behavior records in government procurement， and whose records do not show any criminal cases as retrieved from the China Judgment Document Network (https://wenshu.court.gov.cn/)； (2) Different suppliers with the same legal representative or direct control and management relationship shall not participate in the government procurement activities under the same contract. (3) Possess the "Certified Public Accountants Practice Certificate" issued by the financial department， and the qualification for engaging in securities service business approved by the China Securities Regulatory Commission and the Ministry of Finance； (4) This procurement does not accept joint bid responses.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
