简要规则描述：黄楼、栏杆、储店、会龙村有减量化后形成的耕地191.8亩左右，且田块相对集中。当前这些地块因缺乏灌溉设施，种植条件受限，存在抛荒风险。为破解耕种难题、防范耕地抛荒、满足农田排灌基本需求，拟在该区域新建泵站，并配套排设排灌管道。（具体要求详见工程量清单。）
Brief Specification Description: After reduction measures, Huanglou, Langan, Chudian, and Huilong Village have approximately 191.8 acres of cultivated land, which are relatively concentrated. Currently, due to the lack of irrigation facilities and limited planting conditions, these plots are at risk of being left uncultivated. To solve the cultivation challenges, prevent the abandonment of cultivated land, and meet the basic needs of farmland irrigation and drainage, it is proposed to build a new pump station in the area and install supporting irrigation and drainage pipelines. (Specific requirements are detailed in the bill of quantities.)

(c)Specific qualification requirements for this program: 1) Possessing a third-level or higher qualification for general contracting of municipal public works construction; 2) Holding a valid safety production license; 3) The proposed project leader possesses a second-level or higher registered construction engineer qualification in municipal public works, holds a valid safety production assessment certificate, and has not served as the project leader of any other ongoing construction projects.
